ASSISTANT FINANCIAL CONTROLLER

GRAND BAHAMA HEALTH SERVICES

The Public Hospitals Authority (PHA) invites applications from suitably qualified persons for the post of Assistant Financial Controller, Grand Bahama Health Services. 

 Applicants must possess the following qualifications:


  • Professional qualification from a recognized accounting body, namely, The American Institute of Certified Public Accountants, designation CPA; The Association of Chartered Certified Accountants designation (ACCA), or The Institutes of Chartered Accountants, U.K. or Canada, designation CA or The Certified General Accountants Association of Canada, designation CGA  and at least (2) years post qualification experience.

  • Excellent leadership, organizational and interpersonal skills;

  • Excellent communication skills (oral and written);

  • Excellent analytical and conceptual thinking skills;

  • Excellent computer skills;

 

The Assistant Financial Controller will report to the Financial Controller of the Grand Bahama Health Services .

 

JOB SUMMARY:

 

The Assistant Financial Controller will work in collaboration with the Financial Controller for determining and allocating functional resources, researching and developing systems and controls based on function requirements and contributing information, analysis and recommendations to the Executive Management Committee.

 

DUTIES:

 

  1. SUPPORTS FINANCIAL MANAGEMENT OPERATIONAL STRATEGIES

    BY:

  • Evaluating existing systems and controls;

  • Preparing critical performance measurements;

  • Analyzing information trends;

 

  1. PROVIDES CRITICAL INFORMATION

    BY:

  • Preparing reports of function accomplishments, performance and status;

  • Coordinating financial plans and actions with departments;

  • Examining and resolving discrepancies and anomalies;

 

  1. MANAGES  FUNCTIONAL FINANCIAL MANAGEMENT ACTIONS

    BY:

  • Supervising payroll function including ensuring accuracy of information and ensuring compliance with the Public Hospitals Authority’s policies and procedures;

  • Supervising accounts payable function, ensuring accuracy of processing as regards amount, supplier and terms of payment:

  • Ensure that all invoices and payments are processed and coded according to the Public Hospitals Authority’s Financial rules and regulations;

  • Monitoring business office activities including accurate recording, invoicing and collection of revenues;

     

  1. MANAGES WORKLOAD AND RESOURCES TO ACHIEVE DESIRED OUTCOMES

    BY: 

  • Planning, monitoring, appraising, and reviewing accomplishment of job results using required reports and submission schedules, including annual job plans, time allocation reports and results-oriented task lists;

  • Assisting the Financial Controller with the IT Program implementations, recruitment, selection, orientation, training, coaching, counseling, disciplinary, and communication programs;
